TDOC Release Paths

The Tennessee Department of Correction manages a statewide prison and community-supervision system. No TDOC prison was identified in Benton County. A person sentenced in a Benton County felony case may remain locally for a time, transfer to a state institution shown in FOIL, later move to parole, and eventually become inactive after custody and supervision end. Facility assignment is read from the individual state record, not inferred from the county where the case began.

TDOC Policy 511.03 recognizes release categories including probation, parole, mandatory parole, pardon, expiration, court order, bond, and death. Some exits return a person to the community. A detainer or transfer can instead deliver the person to another custodian. Ask for the released-to entry and detainer notation before treating a departure as freedom.

Confirm TDOC Release Status

Felony Offender Information Lookup, or FOIL, is the official first route. Its stated scope includes felony offenders currently or formerly in TDOC custody or supervision. Search fields include name, TDOC ID, and State ID, also called SID. Name search permits first name, last name, race, and an alias option. A case-sensitive visual or audio CAPTCHA is required.

1. Use TDOC ID or SID when known. Otherwise enter the name and add aliases only when useful.
2. Open the correct result after comparing date of birth, identifiers, conviction information, and location.
3. Read status, location, offenses, sentence, hearing, and release fields as a set.
4. Preserve each date’s exact label. Release eligibility, sentence expiration, parole grant, and actual release are not interchangeable.
5. For a disputed or inactive record, request the release authorization or archived offender file.

FOIL does not cover every Benton County jail stay. County-only misdemeanor cases, dismissed matters, and people never sentenced to TDOC may have no state result. Return to the Benton County release search when the last known custody was local.

TDOC Archived Release Records

TDOC provides an online or mail route for archived offender files. Supply requester contact information, a clear reason, the offender’s full name, TOMIS or TDOC ID, date of birth, and only legitimately known identifiers needed for the search. Describe the records with care. Archive-search charges may apply, and TDOC instructs requesters not to prepay because an amount is supplied after completion.

Request CR-1947, the offender release authorization, along with public sentence-computation and date-history records, release or discharge date and type, released-to destination, detainer notation, and public TOMIS portions. The form inventory indicates that the authorization can record release authority, dates, location, destination, pending holds, signatures, property acknowledgment, identification processing, and gate release. Exemptions or redactions can still apply.

TDOC Release Authorization

The release authorization is stronger evidence than a loose status label because it is tied to state processing. Policy 511.03 distinguishes sentence expiration, release eligibility, safety-valve dates, and the actual release event. It also addresses authorized documents and notifications. A future eligibility date means the first point at which parole may be considered under the controlling rule. It is not a promise that a gate will open.

Parole decisions come from the Tennessee Board of Parole. Community supervision is carried out by TDOC. A favorable vote may still await an approved release plan, conditions, detainer resolution, and final processing. VINE may report a custody event, but the source record should confirm the event when destination matters.

Benton Cases in FOIL

A Benton County felony judgment can produce a TDOC record even though the county has no state prison. Compare the conviction county and case facts, not just a common name. A person may first appear at a receiving prison, later at a field office while on parole or probation, and finally as inactive. Each change should be tied to the date shown and confirmed if exact timing is important.

The official FOIL overview says results may include a photograph, status, location, offenses, sentence data, parole-hearing status, and release information. The live result varies by person and carries accuracy and timeliness cautions. A TDOC photograph is not necessarily the Benton County booking image.

TDOC Dates Need Context

Tennessee has no single rule that every prisoner serves the same percentage. Release eligibility depends on the offense, offense date, sentence range, count alignment, jail credit, controlling statutes, and earned or forfeited credits. Some specified offenses committed under newer law have different service floors. Applying one percentage to every Benton County sentence will produce false answers.

Keep “sentence effective,” “release eligible,” “parole granted,” “date of release,” and “sentence expires” separate. Credits may change calculations under defined conditions, while discipline and later orders may alter them again. When precision matters, obtain the judgment and credit order from the court, then ask TDOC for its public calculation and authorization record.

After a TDOC Release

A released state prisoner may report to parole or another form of community supervision. District 61 serves Benton County and other West Tennessee counties, but an office listing alone does not prove who supervises a named person. FOIL status and the assigned office provide the better current trail. Completion of incarceration also does not rule out another case, registry duty, or detainer.

If the release authorization names another county facility, federal agency, or immigration authority, continue in that system. TDOC’s own notification form warns that a detainer transfer to a Tennessee county facility does not necessarily mean freedom. For a true community release, confirm the date, type, destination, and any supervision status in records created by TDOC.

The bottom public-record search can surface leads, but official state and court records remain the sources for a dependable Benton-connected TDOC release history.

TDOC Record Reconciliation

Match the TDOC number, SID, name, date of birth, conviction county, offense, and court case before combining records. The court controls its judgment, TDOC controls sentence computation and movement, and the Board controls its parole decision. When dates differ, keep source labels and ask the office that created the event.

VINE can add a dated alert, but it republishes agency data. A registry applies only to covered registrants and does not prove release. For a former TDOC offender, the archived file is the durable fallback when FOIL is thin or inactive.

TDOC Release Authorization Fields

Policy 511.03 identifies the release authorization as a richer source than a short FOIL status. Public portions can include sentence-effective, sentence-expiration, release-eligibility, and safety-valve dates; location and custody; the release date; released-by and released-to entries; the release address; detainers or pending charges; signatures; and acknowledgments for money, property, clothing, identification, and gate release.

Not every field will be public in every file. Redactions and exemptions can apply. A focused request should still name CR-1947, the offender's full name and TDOC number, the Benton County conviction when relevant, and the exact date history or destination being checked. That detail lets Records Management locate an existing state record without asking staff to create a new explanation.
